If you haven't got the correct info i.e name and date of birth, you have to wait 6 months before you can withdraw the money. If you do and you're over 18, you can upload photo ID whether it be passport or driving licence to get your account verified and unlimited.

call paypal and theyll ask you to provide identity such as passport etc.. if it matches itll be unlocked

You should call them and verify your account. If it's not accepting the info you submitted they'll probably be able to do it over the phone and bypass it or at least allow you to submit documents to provide your identity.
