Sooooo, Paypal's support is shit but can literally tell you your problem, but instead you'd rather post on a forum asking complete strangers who know nothing about your situation to diagnose why your account is limited. zzzz

Mine was randomly limited because I needed to "confirm my identity" earlier last year. I called up PP CS, and the guy was just like "alrighty, I'll fix it".

Did you create a PayPal account and put your information as say 18 when you were 16, then recently turn 18 and verify your account? That locks you because you had the account before aged 18.
