This policy update in the end-game is to better protect themselves and you. Wheater you be underage or not, this policy is to help you know you're dealing with the right people. PayPal has a lot of security checks and yes, some of them are annoying, however, again, it is made to better serve buyers and sellers. I would recommend getting a bank account (from a bank that is Member FDIC) and adding it to your PayPal account. Doing so will help them know you're who you say you are. Plus, adding your valid SSN or SSI lets them verify your name. Providing them with your SSN or SSI does not check your age, just your name. If you are underage, getting a bank account jointed with your parents will help you in your case as again, in this step, PayPal does not verify age, just name and in this case, banking information.
Your PayPal account must be cared for in the same manner as a real bank account; hints of why they want you to be 18 or older. Being a minor in the United States, if you were to go into overdraft or scam, there would be little to nothing PayPal could do to legally penalize you.
What you can do: Talk to your parents about setting up a PayPal account in their name, SSN, and using their information. Doing this will allow you to be verified all the while meeting PayPal's legal conditions. Or, accept the risk of using your information without showing your government issued ID; a risk can include your account being closed.
