I'm no Tech expect, but I think you need to contact paypal

It's something wrong with the person your sending it to, it's not you.
I had this problem with someone else and they had to contact since it was with their account

no it's me, i've tried sending payments to multiple companys anyways

Try and wait an hour or so. Also, send some money to someone you have sent to before, for example me, like 5 cents and see if it processes.

forgot to include, waited 1 day intervals and tried 2 times, didn't work

Ye, just try sending me $0.05 or something. It might be because you are using another currency attached to your PayPal aswell

Paypal is blocking your purchase for security reasons this can either happen if your trying to pay with a card / bank which doesnt have the funds to send the payment, or if your bank / card is blocking the transaction.
This can also be because your paypal account is being temporarily unavailable due to suspicious activity, this is if your using a VPN or if your accessing your paypal from a different IP than usual, also if your accessing SOMEONE ELSES paypal.
There are also other reasons such as suspicious activity when you add alot of banks, change ur address alot, get alot of chargebacks ETC

Usually that can mean that the account is locked, for purchasing to many items in a day or so, I'd contact paypal to see how to get your account unlocked/fixed.

Nah, I'd know when it will be locked because it will send me a red notification saying that I will need to go resolve it at the "resolution center"

I completely assure you it is one of the reasons i put above, i've had so many problems with paypals (seriosuly over 250) i've read alot of forum posts and had this message alot, usually its suspicious activity, call up paypal tomorrow, they will press a button that unblocks your transactions, then tell u to wait like 4 hours and buy something (sometimes its instant) thats the best advice i can give u !

I completely assure you it is one of the reasons i put above, i've had so many problems with paypals (seriosuly over 250) i've read alot of forum posts and had this message alot, usually its suspicious activity, call up paypal tomorrow, they will press a button that unblocks your transactions, then tell u to wait like 4 hours and buy something (sometimes its instant) thats the best advice i can give u !

This problem has been sustaining for 2 days in a row aswell
