How much are you trying to send? Looks like your PayPal account is limited.

apparently you can't send money you received in the past 24 hours if ur new to paypal, it might be the case

Nah, not limited, either wait or just call up pp.

It's not limited. I've had this before as well as I've seen others have it. It is a common error and you just need to wait a few days. Process is slowed down if you add a card I believe but only thing you can do is wait or maybe try calling PayPal

to elaborate, this isn't my main paypal, it's used to send money to my main pp. considering the only payments were to me, i guess those would be suspicious. so a couple days and I should be able to pay again?
