Was it a chargeback or dispute? If not, did you ask for it through Friends & Family? You should probably close that one and make another.

How did they know you were buying/selling unmigrated accounts?

Call them up, and explain to them politely that you were unaware that those items violated the TOS. Ask them for a resolution to fix your account. Make sure to not sell unmigrateds haha.

Do you have more than one paypal account? Because I also once got perm limited for having 2 paypal accounts.
