They removed them a while ago. They were just like any other PayPal account but your parent could add/remove money and see where and what you spent it on.

I really don't understand why PayPal had the sudden need to get rid of Student Accounts. I personally think there really wasn't anything wrong with them, maybe apart from your parents having the ability to take funds out of your account at will, but other than that, not too bad.
