Paypal Transaction Help(US Paypal ONLY)

Ok, so basically I loaned a user going by FireFoxxed some money and he now owes me $40. However, apparently he can't send it to me as Paypal is rejecting it, and he thinks it might be because I don't have a US account. So I need someone who has a US Paypal account who can receive the money, and then send it to me.

I am not really looking to pay the middle man, but if your fees are low enough I may be able to. Furthermore, you must have a minimum of 50 Rep and at least a Premium account. Thanks for your help everyone

He did, obviously, it could be faked, and I know its fishy. He does have 17 REP though, and lots of people have loaned to him before, so I guess ive got to trust him for now
