So, my PayPal account is telling me that I need to link an eligible card or bank to "collect my money"

My bank that I tried didn't work, so I am in need of something else.

So my questions are:

1. If I link a card or bank, does this mean I can then send payments?
2. Does a VBA work to verify? Such as something from rapidVBA?

If it's been 180 days after a limitation then you can link a eligible card or bank in the name of your account and then withdraw the money. You can't send payments.

Yeah I am able to do that, I just don't have a card or bank to use atm. I tried a Cash Card but that didn't work either.
