For some reason i cannot send any payments or purchase anything. Can someone help? I have nothing in my resolution centre.

call paypal. I know this is the goto thing, but when something unexplained is going on, people that can look into the back end of your account are helpful.

Either, you have made too many payment's at once, or you have to call paypal. It happened to me once, I had to call them and they unblocked my account. I was buying too much stuff online.

Never made any payments, the account is new and i simply transferred my money to paypal

This happen to me, call them and make sure you have a prepaid visa or a credit card linked to your account.
