Make a regular PayPal and buy a Vanilla Visa giftcard and use it to verify it. (This is for people in the states though)

Don't use an unverified PayPal though, that's how you get limited.

Keep in mind I made my first PayPal when I was 13, they ask you to show ID when you start making good money and I showed mine since I was 18 but then they banned it for being made before I was 18. So overall it is better to use your parents.
