As far as I know, yes. Because its intended for friends and family, people you know personally and can theoretically punch in the face if they do something you don't like, you do not pay for Paypal's options of charging back or dispute. Each time you do a normal transaction the person receiving the money pays for it by receiving a little less than the amount sent (a few bucks only).
For anything under $10, go friends and family. For anything above, I recommend normal transaction or even sending an invoice.
