The PC your friend listed is pretty nice.
But there's not really 1 part you can upgrade. Since the PCs use 2 different chipsets (from different companies) you can't really upgrade just 1 part.

I mean, I guess you could upgrade the GPU, but I don't really recommend getting a 1060, when you already have a 1050ti.
Since they're pretty similar in performance, it would just be a waste of money.

So, what you could do is, save up a few hundred dollars. Purchase the CPU + Motherboard + RAM.
Remove everything from your PC, and built it again. Making sure to clean it all out too.

1080ti's are out of production im pretty sure so their prices are high af

Yea 1080TIs arent in production anymore. Also the GTX 1060 you can OC to get the extra 10-20 frames a stock GTX 1070 gives you. Id honeslty just recommend buying a RTX 2060

Don't really recommend buying anything right now and sticking with what you have.. Ryzen third gen is coming out soon with much better price to performance ratio specification so it's worth your while maybe waiting another couple of months.

So I took a look at your part list and with what you have at the moment you definitely do not have to upgrade certain areas of your computer. Transferring your SSD & also your HDD will do fine as well as your case, PSU and GPU, but unfortunately your CPU is pretty unbalanced with the rest of your set-up. The only upgrade that is compatible with your motherboard is to upgrade your CPU to an FX-8300, which in this age is not really a valid upgrade considering both CPUs are pretty much AMD's disabled son.

I definitely recommend waiting for Ryzen 3rd gen, but if you cannot wait a couple more months until then, I do not blame you, but Ryzen 1st gen and 2nd gen are still good CPUs for their money, just won't be as good as 3rd gen is supposed to believe on launch-date. You can find information here that suggests the pricing of Ryzen 3rd gen chips in a table and also their specifications regarding cores and threads as well as power consumption in a table later down below it.

Basically, you'll be paying substantially lower costs for better performance in a competitive market. The problem then does not rely on your CPU, but you will then need to upgrade to a motherboard with an AM4 chipset and RAM for that motherboard for DDR4 memory. Thankfully, memory is getting so much cheaper than it has on the market recently and is still plummeting.

TL;DR

I do not recommend getting an upgrade for anything else but your CPU. Upgrading your GPU alone at this point will bottleneck your CPU (you will not get the best performance as your GPU/CPU would have to be at an equal level of performance for the best final performance of your computer), so upgrading to a GTX1060 for example won't benefit you because your CPU will be dragging you down. I think even having a GTX1050TI is bottlenecking you, but I'm not too sure with the FX series.

Focus on your CPU/motherboard. Try to get a good set of memory sticks too with high frequency RAM sticks, Ryzen benefits mostly from faster RAM.
