Pebblehost was the first host to have the pricing scheme of $1/GB, and also the first host to show live stats for their nodes. These node stats can be seen HERE. Pebblehost also use uptime robot to see their node status, i.e uptime. This can be viewed HERE. I have known pebblehost for ages, So it is slightly hard to write about my first impression, But from what I know about pebblehost, They are amazing, They have amazing node specs, website design, staff etc.
When I first tested this server, I did the repeating command block chicken test, which proved very well. The lowest tps this reached, was 19.20, a screenshot can be viewed HERE. This was amazing for the stress I put on their server.
The next test I did was the particle test, So pretty much the same as the chicken test, except particles rather than chickens. The tps was amazing once more, you can view the results HERE. The amazing thing is, is that the tps did not go under 20. Both of these tests were performed in a superflat world, with no mobs or buildings.
Pebblehosts staff are amazing, They have been trained very well. The good thing is that they get paid for their job. This means that they dedicate lots of time to pebblehost. One of the rules that you have to follow to work at PebbleHost, is that you cannot work for other hosting companies. This means, that once again, the staff dedicate lots of their time to pebblehost.
Pebblehosts response time is amazing. I have included a screenshot of their response time HERE. Their staff are very kind, and always willing to help.

Pebblehost also has great pricing. Sometimes people will refer to the "You get what you pay for" quote. This is not true for pebblehost, you get more than what you pay for. The thing is, they have low profit margins. But the good thing is, that they earn enough to pay their staff, provide dedicated support etc.
Pebblehost also have amazing uptime, Their uptime can be viewed HERE. As you can see, each node has %100 uptime. This, is amazing, because your server will NEVER go down.
Final Rating: 9.5/10.
My reasoning for the missing .5, is that I would prefer slightly higher prices, to provide better nodes etc. The node specs are good for budget hosting.
Overall, Pebblehost is the best budget host for your money, If you want more premium hosts, there are other hosts. I wont mention them, as this is a pebblehost review.
