Because most people sells Minecon cape codes which are not allowed here and other things.

They would know if they read it because it would ask a question. Also for spam bots and Alt accounts.

I'll bet you some good money people wouldn't even bother signing up knowing they actually have to read the entire TOS or some parts of it to access the site. It's very simple. You get to use "I didnt read the rules" as an excuse ONCE. After that, it's up to the mercy of the mod warning you if you get warning points or not.

The ToS of MCM is not nearly as big as that of most software, but it's still in lesser Legalspeak so non-native english speakers might have trouble with it.
