Per Island Sell Price Upgrade Plugin

Hey MCM, So pretty much im looking for a plugin that can do the following.

Alright so anyone on an island can do /is upgrades (superiorskyblock) and there would be an option to click on sell prices and then you can upgrade item sell prices. With mobcoins so for example you can upgrade cane price from 90 to 94 for x amount of money or mobcoins. or even if the plugin is just command based and i can just make the guis myself with deluxemenus.

I would also appreciate a link if there is a plugin out there.

Can't all this be done with a cmd alias plugin + deluxe menus?
