I'm assuming this is for a Network? My advice is to just not be cheap and purchase multiple servers. However, to answer your question there are many free plugins like this on Spigot, perhaps check them for dependencies if they don't seem to work.
Kind of off topic, but speaking from experience. It's better to have say, 10 people on 1 server, than 10 people spread across 3-5, as ultimately there will be only a couple per server which looks bad on you. Additionally, having multiple worlds and having them act as different servers can be highly intensive, and restrict gameplay.
What's your budget? For roughly £7/month you can purchase a VPS (If you're not willing to spend £7/month then you should probably get out of the server business) With a VPS you can set up unlimited* minecraft servers on it.
*Subject to how much ram you have on the VPS of course, but you'd be able to get more than if you went with a Minecraft Server Host.
