Perks Plugin

Using PaperSpigot.
There might be a plugin created like this, I just didn’t know where to look.

I was looking for a plugin that has items act as potion perks.
So, for instance having a sugar in your inventory would act as permanent speed 2- as long as it’s in your inventory.
Magma cream, fire resistance, and something for mining faster.

I came across this a couple years ago on a server I enjoyed and I didn’t know if anyone had an idea of where I can find it? or where I can buy it.

It’s going to be for a Factions Server, and it’s something players can purchase with tokens from voting. So, I don’t want just a regular sugar to act as speed 2 or a regular magma cream to act as fire resistance.
