I'm pretty sure that only allows for mob eggs/iron bars to be dropped.
I think I did this on my old server using the node:
silkspawners.silkdrop.*
silkspawners.nosilk.*

Not sure if there is a permission node for it, but there is a config option for it. This will make it that anyone with the permission can break spawners without silk touch.

# Minimum silk touch level [can be changed via other plugins to a higher value]
# Set it to 0 to mine it without silk touch
minSilkTouchLevel: 1

If you would like a permissions node, you should probably contact a developer to write an add-on for you.

This is what I did on my server a while ago, this would be your ideal solution.
