Permanent Potion Effect Plugin (1.8.9)

Hey, so recently I've been looking for a plugin that allows players to have permanent night vision for my Server and also have other effects on top of it when they put on armor (Custom Enchantment armor with other effects) I've tried many other plugins that work but I can't find a plugin that allows the permanent potion effect addon with my Custom Enchantments because every time I put on armor with custom potion effects it doesn't appear but only the custom potion addon effects.
