Permission plugin ($300+)

I'd just like to know who'd be the best person to do such a task. I am NOT ready to purchase. But i am looking for someone that'd be interested ahead of time.

It'd be $300+ (notice the "+").

Would need to be EXTREMELY experienced. Like for real. So that would most likely be someone with high rep. Also someone who is active online. (Won't take more than 24 hours to respond to a message).

I won't be releasing the features of the plugin as this is me just finding someone ahead of time. And we'll talk in skype about it. Thanks to who can recommend me someone

And don't recommend me Inkzzz , I wish he wasn't busy as he seems the most trust worthy and experienced. But sadly he told me he most likely won't have time.
