Permissions plugin (Ideas?)

So I'm thinking about making my own permissions plugin (like GroupManager and PEX),
which I might make open-source on my git.

now my question to you guys is:
What would you like to have in the permission system that the other plugins don't have?

I was thinking about a level system that was very populair on Wolfenstein: Enemy Territory (a game I play(ed) a lot)

Basically, you could set like the permissions per command, per level, and then you could do like /setlevel [player] level
and the higher the level, the better, and people with a lower level wouldn't be able to kick/ban/mute higher people.

It's a pretty cool concept which I think would be really cool to implement. =)
I think you should mix that idea in with techbanana's idea and I for sure would use that for any upcoming servers.

Maybe instead of having those "somewhat" complex ranking systems you could do commands such as "/setrank <name> <rank>", instead of "/pex <user> group set <rank>".

I also like the GUI system Salvific mentioned. Would really help some of the newer server owners. I also liked that chat formatting idea. Maybe 2 revisions, if none is specified for a rank, it uses the default, and if one is specified, it uses that.

Add a built in promotion ladder system that is easy to configure. E.g the rank "red" is higher than "blue" and player EG is on Blue rank, then if I typed /promote eg then it'd go to red rank?
Ik this is in gm and pex, but it'd be cool if it was simpler.
