Permissions Plugin

Hi, I'm looking for a Permissions plugin that's coded well and will hold players and will hook into vault can you guys please recommend

I suggest using LuckPerms.
But if you want a more professional plugin then you should probably use Zoot

zPermissions, Zoot and permissionsex are the main three I can suggest you use their all fairly good

Unfortunately, Zoot is basically discontinued at this point, using the leaked one doesn't help either unless you are willing to fix the src and shit. PermissionsEx is probably your best bet if you don't wanna spend money.
