Worth letting you know in case you don't already know:
You might want the "best quality" possible but ultimately stuff like streaming goes three ways, how much your computer can handle with your rendering, your internet speed, and also your target audience average internet speed. There's no point streaming at 1080p60fps quality at 10k bitrate because the average audience of Twitch/whatever streaming platform you're going to use most likely will not be able to view it - therefore you want a good quality stream with the maintenance of good quality of connection. You do not want to drop out of a game (if you're streaming games of course) and lose your connection to the servers.
Personally, I have mine set at a resolution of 1600x900 (maintains a 16:9 aspect ratio) which is the split cut-off point between 720p and 1080p, therefore giving a balance to those users and not overloading their systems to show what I am streaming. I am doing this at 5500 bitrate, you might want to mess with that about but I get a decent quality stream for a singular PC when streaming and for my internet.

If you haven't already, I would also recommend OBS Studio if you're using OBS Classic.
