Java is for program development as where PHP is for webdevelopment.

If I were to assume that you meant JavaScript instead of Java, I would go for both as theyre both equally powerful although JS is able to change the website during runtime as where PHP is only able to edit or add things to the site during loading.

He was talking about webdevelopment as thats what he thought you were talking about. Since your title and vote is php vs java which could be misunderstood for JavaScript. But as I and other people said to you in chat. Use java, php is horrible for name snipers

Oh, just to add something here.
If you're going to decide on PHP then ensure you use PHP7. It has much faster execution speeds over PHP5 - plus it can handle more than twice the amount of requests at once when compared against PHP5.

When making anything, it really depends on what you're most comfortable with and how optimised/efficient the code is. You can use java. There is a great web framework in Java called Spark Java (http://sparkjava.com/).

And yes, my php beat their Java the majority of the time.

That was when sniping wasn't extremely difficult. I doubt any PHP script is able to beat thousands of Java threads from different snipers.
