Like, for example on PotterWorldMC, they are able to put a diamond shovel in the air to display a textured item through a texture pack. I'm just looking for a plugin to be able to do this.
So like the item floats, Is that what you mean?
Yes, but I need to have it as a certain durability, and have it standing upright and not spinning.
Well there is this not sure if the items spin or not.

What do you mean by durability? Like for example having different colored wool?
No, I'm using a texture pack and it displays different textures depending on the durability.
Ohh, yea I dont think that plugin supports that.
