Is there any plugin that allows players to make some servers from a premade template?

Yes, like a GUI where a player selects a template and a new server starts where he gets OP or other permissions that allow the player to customize the game

Yes there is such thing. I've seen servers do this before and I know servers looking to do this sort of thing:
Doubt there is a public plugin out there though.
