Player Vaults help

Hey, im running a 1.8 server, im trying to use this plugin https://dev.bukkit.org/projects/playervaults
for my vaults plugin but when i restart my server it just acts as if the plugin isnt even there, it doesnt load in ./pl and whenever i try use one of the commands it doesnt work, any clue why? It created a folder in the plugin directory but inside there is just another folder called users and it lists all players uuid ect, but there is no config or anything..

you may downloaded a wrong version or you don't have the required plugins
if no you can contact to the creator on spigotmc

Tried all of these yet not even one works, i feel like this is a very deeper problem then it seems, but i have no clue why it doesnt work..

Make sure you have Vault CS-CoreLib & ProtocolLib

There might be a plugin conflicting. I use the plugin fine on my 1.8.8 server. What I suggest you do is disable all plugins and load in each plugin one by one until playervaults stops working. If the plugin doesn't load in at all I can always give you my version of it because it works fine for me.
