PLEASE HELP! My Visa Debit is declining after a PayPal refund!

So, basically. An individual went first when selling me a Fortnite account and I paid him exact $21.08 which went through. After that he refunded the payment since he apparently encountered issues with his PayPal. The money displays that it has been sent back to my bank account however when I try to make the payment again my card declines. The money is in the bank, I'm extremely confused.

It takes a couple days for the money to actually go back to the card. Paypal is dumb

Well when it happened to me it took about 3-4 days. I'm 100% sure you will get your money back though.

Paypal usually takes 3-5 business days to process refunds & chargebacks, don't worry you will have your money within a few days.

He has the money, but he can't spend it, I think you read it wrong.
