I'm looking for a cheap dev to make me these two plugins, for as cheap as possible.

KITS
THIS HAS TO OVERIDE ESSENTIALS KITS.
When a player does /kit all the kits below come up, if the play does not have the permission for the payed kirs the kits that are
listed and are payed kits there will be a strikethrough,the free ones are always avaliable.
3 Normal kits for everyone - No perms - Command use delay (60 seconds)
If it says right click, that means your main weapon has the powerup, e.g the sword or maybe the blaze rod.
Heavy - Full Iron protection 1, wood sword, sharpness 1 - 4 steak - (slowness 1) - Right click and for 30 seconds,
any players that are 1 block near him will get thrown 3 or 4 blocks back and will lose some hearts.
Runner - Runner:
Full leather (Green) armour (Protection 1) (Speed:2)
Stone Sword (Sharpness 1)
4 Steak
Archer - Full Leather (Blue) Armour (Protection 2)
Wood Sword
Bow
32 Arrows
4 Steak
Payed Donor kits. perms needed - Command use delay (60 seconds) When you do /kit {name} your power is limited to the kit you did. e.g
/kit mage, if someone else gets the exact same enchnated sword he will not recieve the power.
Mage - Chainmail boots, chainail chestplate, and yellow dyed leather leggeings. - 6 steak - 1 Golden apple -
Blaze rod w/ Knockback 1 , fire aspect 2 - sharpness 1. Right click for Magic slam, and everyone within 6 blocks
of you get blindness and posion for 20 seconds. You can do this every 45 seconds. Bow w/ infinity, 1 arrow.
1 invis pot, 1 poison pot.
Ninja - Full iron armour w/ speed 2. Diamond sword sharpness 1 - 6 steak - 1 golden apple - Bow w/ punch 1, 48 arrows.
Every 30 seconds you can do a double high jump.
Surge - Full iron armour (blast protection) iron sword w/ sharpness 2 - 8 steak - 2 golden apple - Right click sword and 3 tnts
around you drop and explode instantly, they do not damage blocks, but do damage players. you can do this every 45 seconds.
Monster - Full diamond armour. - Iron sword - sharpness 1 - 6 steak - 2 golden apples - Right click sword and 8 zombies spawn
around you and attack other players, but not you. you can do this every 60 seconds.
Tank - full diamond armour - slowness effect 1 forever. Iron sword - 6 steak - 1 golden apple. Right click your
sword and a minecart spawns in, you can get in and ride around normally, a player that comes 1 block near it gets thrown away
like a knockback effect. Every 3 minutes.

Payed Donor kits. perms needed - Command use delay (180 seconds) - - When you do /kit {name} your power is limited to the kit you did. e.g

Poeisdeon - full diamond armour - 10 steak - bow w/ power, infinity - 1 arrow. 3 golden apples - Perm effect
- can breath underwater. Blaze rod w/ sharpness 2, when right click rod water spawns around him and goes in the opposite
direction, pushing back attacking players, also the water is harmful and every second in it removes half
a heart.After 15 seconds the water disapears. He can do this every 30 seconds.
Hades - full diamond armour , fire protection 1 - 10 steak - bow w/ flame, infinity - 1 arrow. 3 golden apples. -
Blaze rod w/ sharpness 2 and fire aspect 2. When he right clicks the rod fire spawns around him in a circle and fire charges come
out from 4 sides like a cross. He can do this every 45 seconds.
Zeus - full diamond armour - 10 steak - bow w/ punch 2, infinity - 1 arrow. 5 golden apples. Has double jumps like
in the mineplex lobby. Blaze rod w/ sharpness 2 and knockback 1. When he right clicks with the rod a lightning beam comes out on
the certain block, like with a power tool. He can do this every 30 seconds.
FOR EVERY SPECIAL POWER - EFFECTS NEED TO BE SHOWN E.G SPIDERWEBS AROUND FOR SOME TIME
PVPKILLS
When a player kills another player a certain reward is payed.
$1 - Stab (Close up 1 block kill)
$2 - Sword (Long range sword kill)
$3 - Axe (Any axe kill)
$4 - Bow (Any bow kill)
$5 - Punch (Killing by punching to death)
Also combos... Must have a customazable message, and a killstreak message. e.g You have got a 3 kill streak here is your ComboSword.
Must announce 5,7,10,15 kill streaks in global chat. e.g {Player} Got a 10 kill streak, prepare for the EMP!
3 kill streak - $20 - Gives you a diamond sword for 30 seconds, with sharpness 3 on. - Desctructor
5 kill streak - $65 - Gives you a rapid fire bow for 60 seconds. DeathMachine
7 kill streak - $90 - Spawns in 10 zombies around you. - Zombies
10 kill streak - $150 - Gives everyone within 50 blocks of you poison and slowness for 30 seconds except you.- EMP
15 kill streak - $200 - Drops tnt's everywhere and they explode kill everyone playing even you. In the middle of the map a beacon must
spawn and a fence gate pole goes down it indating the amount of time till exploding the nuke. - NUKE
The money here ^^^^^^^is the money you recieve.
