Plugin Developer Needed

I'm looking to hire a freelance developer to whip up a rather specific plugin for me.
I'm not a developer, so I'm not sure how intensive this may be to do and therefore, I am clueless to how much this should cost. I need to have it preferably within the next week or two. Below is an outline as to what it needs to be able to accomplish. If any of those features are missing, the system I'm building my server around will collapse. It has to have everything. That being said, if you've got some bells and whistles you think would fit well, just ask me if I'm interested. However, I'm only interested in paying for what I've listed; anything else is your gift to me!
