I decided to go through with this guy ignoring this post (which was a bad idea) and I paid him. Its been a couple of days and he hasn't responded to me. I'll delete this post as well if he has.

UPDATE:
I have yet to hear from him. I will be charging back if he doesn't get back to me by tonight.

I have just created a dispute. Hopefully that will get his attention.

1hr later I was refunded my money back. He explained that he can't do any plugins. But what is weird is that it took him 1hr when I was trying to get his attention via skype, his forum, and pm for 3 days. I still do not recommend this guy. It seems like he is trying to get money off people.

He scammed me, im charging back the money now. He started on my server then just stopped responding to me.

I wouldn't go with this developer. There are plenty of other people out there like Apple Juice. He made the plugin that DragonSC didn't.
