I am looking for a person who knows how to create spigot plugins and is willing to teach me how to do it too. I am willing to help that person who helps me understand how to create a plugin.

This most likely will not be done for free (if you didn't know already), good luck finding a plugin developer. :)

I would suggest taking an online course or watching YouTube tutorials, which are completely free.
