Hey, I need a few plugin developers for my server.

I'll need some that can develop minigame plugins, such as SkyWars, custom item plugins, anti-griefs, anti-cheats, etc. THESE ARE JUST EXAMPLES.

(Just so you know I'm looking for devs willing to develop plugins for free)

That's where you went wrong, he was working for free. For stuff like that, you will need a high-end professional developer, those take hours of work, no one that can actually do those things will make you custom ones for free.
