Plugin for private server

Right, so I made a plugin in skript and then upgraded the server to 1.13 and found it doesn't support it. Therefore, I would like an active developer to take some time out of their day to be able to make this plugin with me.

I would like it to have two command /hire (/h) and /fire (/uh, /unhire, /f). Then in configuration I can set it to run commands when one of them is executed.

I would also like a way to check permissions on join and then run commands depending.
