Plugin Help!

So, I created a Freeze plugin and I tried testing it out by putting it in my server plugins file, you know the same old same old. Then I reloaded the server and the plugin did not show?
Anyone know how to actually fix this issue? Is their something wrong with the code?

Console errors? stacktrace?

The plugin doesn't load therefor they're no messages in the console.
Stacktrace?!?

You really should not be reloading. It is known to cause a ton of problems and really isn't recommended. If you need to reload something, stop and start the server.

Also if your plugin doesn't load the console should print you an error.

I see an error on console saying about the plugin.yml.
But I see nothing wrong with it?!
