Hey guys I believe there was a way to block commands through spigot.yml or bukkit.yml? If someone could help me for free that would be great.

Using a permissions plugin is the best way to go.
Either Essentials Group Manager or Permissions Ex
Personally I would recommend Pex even if it is confusing at first.

Example
Permissions:
- -example.example

This would remove permissions (-) for -thisplugins.thiscommand

I'm pretty sure you need a plugin for this
