portal plugin for hcf server.
So you need a 4 x 4 (i don't know which block yet) then you right click with a clock in the middle of it and it can only be made in the nether then you get teleported to this "new" demension where mobs such as blazes and creepers and enderman spawn 9 times the amount it would spawn in the normal world/nether and will also drop alot 3% more
and the terrain is crazy hills etc.

So, you're suggesting a new dimension that is more difficult than the overworld, due to the mass amount of mobs present? And the player is rewarded with awesome loot? That sounds awfully like the nether.

If you want someone to make a plugin like this, I suggest that you create more details, for example;
- Exactly what mobs should spawn? Are their mob drops the same, just increased or do they also have more appealing loot?
- What's different about this, from the overworld? (I know you provided some, but developers probably need more)
- Are there any commands? Permissions? Right now it sounds like a mod, rather than a plugin.

Anyways, based on your information - you can create this using a few different existing plugins.
- Multiverse: To create the alternate dimension. (You can also configure which mobs you want spawning in that world)
- Multiverse-Portals: A way to get there.
- OtherDrops: Change Mob Drops

If you have any other features, I'm sure I can find a plugin for it.
