As an idea, you could experiment with armorstands and make a plane, who knows .

then thats a plugin+texture pack if its even possible.

100% possible, it's already done a lot. You can assign a different texture to each item durability point using a resource pack, and modify the durability using a plugin whilst also hiding the durability bar to end up with different items.
