Plugin Needed! Custom enchants

Hello!
So i'm here writing because I need a developer that could code me a completely custom 'custom enchantment' plugin. I have looked at the available free ones and they just don't click to me to add to a server as I want a unique coded plugin.
Please leave a comment below if you could help and also how much you will charge?
