Plugin Needed

So basically i need someone to code a small plugin for me.

I need the plugin to do the following

Type the command /random
Then a gui will appear with three selections called Common, Rare, and Legendary. The item for the three can be a book.
The player can choose from the following 3 catageories and common which cost 15 xp levels, Rare which cost 30 xp levels, and Legendary which cost 50 xp levels.
In the config there needs to be a place where you can insert commands for each category and it will randomly give you one of the commands.
So basically the whole point of the plugin is to randomly give players certain items through the commands input in the config and they can choose the category and pay with xp.

Let me know if anyone is interested in this and how much money you want to make it.
