Plugin pvp

Hi,

I would like to plugin for my PVP server.

All it has to do is make a NPC of the player with the most kills on the server.

So, for an example, if I have the most amount of kills, a "clone" of my player skin will appear at a location in spawn and it will be named/titled over it's head, "Player with the most amount of kills (new line) <username> (new line) <KILLS> kills."

Is this possible and how much would it be?

I recommend this, does exactly what you need and its gonna be a lot cheaper then these guys... and the plugin is finished
