Plugin Question

Is this a made plugin or not? I know it has to be possible and I can't figure out if it's a custom plugin for servers or a spigot/bukkit plugin but I am looking for a plugin that has clickable words in the MOTD, like for instance if I had /buy or just the word Website and it had a link put inside it so they click on it so they can go to the website.

I hope I explained it good enough, thanks for anyones time

I read that, and something about JSON. I might read that a bit more and figure some other things out and see if I have to get a custom thing or not.
