Plugin setup/management prison server

Looking for someone to setup plugins/permissions/groups/etc for a prison server. I need pretty much everything setup other than mines.
Had a custom plugin made but cant figure out worldguard perms for it..
programming plugin experience a plus(not asking you to code anything, more so just teach my plugin dev about working with perms for his plugins)

heres a list of stuff i need config'd

Tree farms
melon/pumpkin farms
sugar farm
PVP areas and safe areas
Worldguard prison protection
Ranks
Prevent people from going into prison blocks they arnt ranked to go in yet
and more.
