Plugin that executes a command after a time

I need a command that executes the following commands for a certain player once he reaches that amount of hours played.

This will need to work for all players and need to be logged in some way.

pex group default add ParticleMenu.use.swirl 3h

pex group default add ParticleMenu.use.water 6h

pex group default add ParticleMenu.use.note 12h

pex group default add ParticleMenu.use.witch 24h

Its a non build server, plus most advanced afk kick plugins have a anti pool or anti afk method kicker.

Like if like moves in same area for certain amt if time to kick for security reasons

People can just build larger looks so that it doesn't track it. I'm pretty sure what sets it off is if you're facing the same way (not moving your mouse/your minecraft head).
