He basically want minecarts to roll on 2 wheels when they hit corners. Think about It in a movie. If you're watching a cartoon of a guy riding a minecart through a mine. When they a corner/sharp turn. The minecart sways left or right on 2 wheels depending on the direction of the turn It's going in. Think about It at an amusement park. If you're reading a rollercoaster. You're swaying left and right. The cart itself isn't swaying left and right on 2 wheels because that would be dangerous obviously but the rails are giving the illusion It is a rider. He wants something like that.

Actually, I've been talking to him, that isn't what he wants. He wants the cart to change its path itself, not to jerk around the corner but curve around it, leaving the tracks a bit and changing the physical path of the cart to curve. I've been working on a solution, but MC's locking the carts to tracks wherever possible makes this all but impossible without re-writing the entire minecart system. I'm working on a potential solution, but thus far without much success due to the sheer limitations of the system.

You could definitely do this, it would just require overriding the default mc minecarts and replacing them for a custom system that'd instead have the minecart be handled via a custom physics system. It'd take a bit of time and work but very possible to do. Personally I'd think it'd cost more than $20 for what you'd need to replace to keep the default systems like pushing them, and all that while also implementing some custom rolling and curving. I've seen it done before tho.

I've seen it done too, but like you said, that involves tearing out the entire minecart system and replacing it, including overriding basically all of the default physics, such as pushing like you mentioned. That would cost a lot more than $20 from any decent dev, and I'd imagine only a decent one would be able to do it.

I see a cost of around $70 at a bare minimum with depending on what features wanted to be added easily going above $150 worth of work. It'd take a surprising amount of time and effort to get a system that still follows the same mechanics already in minecraft and also have the overlaying features requested. If the tracks were set in stone never changed it would take less work (like a roller coster, what I've seen done before a few times which is not to much work).
