Plugin to allow placing creeper eggs on spawners

(To be used with SilkSpawners)

There is an option to bypass spawner change with silkspawners when you right click a spawner with a monster egg but it doesnt seem to work.

Would it be possible to make a plugin to let players place ceggs on top of spawners? And how much would this kind of thing cost?
