Plugin to disable fly if an enemy is X amount of blocks away?

Hey!
So I use SavageFactions and raiding enables in like 5 hours. I need a plugin that can disable fly if an enemy is preferably within 250 blocks of you. Are there any plugins that can do this? I've scowered the factions config and couldn't find anything.
