Plugin to drop blocks when a certain block is mined with an axe

Hi all,

Was wondering if anyone knew of a plugin that would allow me to change what blocks are dropped when certain blocks are mined with an axe?

For example, if you mined dirt with an axe, you'd have a 50% chance of getting a birch sapling and a 50% chance of getting a oak sapling
