Hey this next plugin is larger but still will easily stay within your timeframe.

Information:
There will be a Bossbar. The default message that is displayed on the bossbar would be “&7You are currently playing &8- &cVexon&7!” This is displayed the whole time. If someone joins the server this will be sent on the bossbar &a{player} has joined the server! This will be displayed for 5 seconds. And then there will be a leave message as well which will also be displayed for 5 seconds. The message is &c{player} has left the server.
There will also be floating items that never disappear. When you are holding an item and type /float. It turns into a floating item. If there is an easier way that will get this done feel free to do it. Just tell me what the command is and how to use it: This plugin is terrible (https://www.spigotmc.org/resources/floating-items.21873/) and I need someone to “recode” it and make it better. The item will never despawn ever.
Also I’d like for it to have a tab feature. I would like it to be configurable
And lastly I would like a plugin that sends titles and sounds to players.
Whenever a player messages someone or replies with /r the sound effect random.pop ~~~ 0 1 0 will take place
And if you can make it when a player types /restart there will be a 10 second delay and at 5 seconds titles will start appearing and sound effects.
And I will also need a join sound.
